Interview with Dr. Jose Parra- Superintendent, Lockhart ISD
In preparing for my interview with Dr. Parra, I made an appointment with and gave him the questions I would be asking in advance. This allowed him to be aware of the questions that would be asked and to prepare accordingly. I wasn’t sure exactly how long our discussion would take, but I ended up spending two and a half hours with him. I not only asked him the preset questions, but we discussed in depth the road he had taken to his current position and specifics about the current state of our school district.
There were several answers that stood out to me, but the most interesting thing was that he chose to defer answering the first question, “What is your definition of leadership?” until last. The most telling answer came to the question, “What do you believe are the attributes of a good superintendent?” His response was, “the ability to listen beyond your own desires, perceptions.” He continued with it being important to have a clear and precise direction (vision) of the district that is communicated concisely through common language from the administration throughout the district. Dr. Parra also believes that “ethical leadership” is the nexus between what we say and what we do, aka “Walk the walk.”
In building relationships with board members, Dr. Parra stated it begins and ends with trust. He believes it is imperative to have a quality relationship with each member- knowing their personalities and being able to communicate with each one individually as well as a group. As a side note, I asked him how you would deal with a board member who had their own agenda, which didn’t necessarily work with the direction or policy of the district. He believes that a board must police themselves. He also didn’t believe that you can convert members to your way of thinking in all areas. It was most important that they agree and support the district and administration on the important items.
In promoting and sustaining a district culture that emphasizes student learning and professional development, it should be all about teaching and learning. Quoting a former professor, Dr. Parra stated, “The #1 Law of Mann- whatever is not pedagogy, will be politics.” When the focus of a district is on teaching and learning, politics is lessened. He believes that part of the superintendent’s job is to work with the adults, so that others are able to focus on their work with the children.
The parting question was any other advice or suggestion he could impart to help someone just starting down the road of district leadership. Dr. Parra said, “Nothing will be effective without the right people.” He also believes that it is important to always keep in mind that it is about people. Leaders must develop a meaningful connection with those they are working with in order to be an effective and successful leader. The definition of leadership is not a denotative one but a connotative one. It involves emotion and means something different to everyone you ask. It is what is in your heart and soul that sends you down the path of service.
